In House of the Dragon, Otto Hightower is a person of ruthless ambition. As hand of the King, he constantly looks for opportunities to further his own prospects. He sets up his plans years in advance, calculating every move so that he can finally gain absolute power. 

But through the series, we see the extent to which his deceptive schemes endanger his own family as well as spark the civil war.
